Lakebase sink from Structured Streaming gains per-column merge strategies

When a Structured Streaming query writes to Lakebase, merge strategies now control how an upsert updates each column: keep the first or last value, ignore nulls, or pick values by an ordering column. The feature requires Databricks Runtime 19 or above.
