Lakebase snapshot and backup schedule APIs reach GA

The Lakebase snapshots API creates, gets, lists and deletes point-in-time snapshots, and a snapshot can be restored by creating a new branch from it. The backup schedule API reads and sets the automated snapshot cadences of a root branch. Both are now generally available.
