On-behalf-of-user authorization for Databricks Apps is generally available

Databricks Apps can now call supported APIs as the signed-in user, so Unity Catalog row filters and column masks apply to that user, while API scopes cap what the app may do. A read-only query app can request sql:restricted-query rather than the broader sql scope, and workspace admins can restrict which scopes developers may add.
