Databricks Apps: workspace admins can set default Python and npm package repositories

Workspace-level package repositories for Databricks Apps are generally available. Admins set default Python and npm repositories that every app inherits, and an app can still override them. A separate upcoming note says that from November 13, 2026 the feature is turned on automatically for workspaces with the compliance security profile.
