Unity Catalog secrets: 1,000 per schema, 10,000 per metastore, and BROWSE now applies

The cap on Unity Catalog secrets rises from 100 to 1,000 per schema and from 1,000 to 10,000 per metastore, for both Databricks-managed secrets and secrets backed by AWS Secrets Manager. The BROWSE privilege on a catalog now covers secrets, so users can discover them and see their metadata without being able to read values or reference them in code.
