Unity Gateway service policies can require caller-supplied request tags (Beta)

In Beta, a custom service policy on Unity Gateway can check tags that the caller attaches to a request, for example requiring a given tag before a model request or an MCP tool call goes through. This lets a policy decide on caller context rather than only on content.
