Data quality anomaly detection and its results system table reach GA

Anomaly detection for data quality monitoring is generally available. Enabled at schema level, it watches the freshness and completeness of every table in the schema against historical patterns. Results for all monitored tables land in system.data_quality_monitoring.table_results, which is also now generally available.
