Consumer access users can query Unity Gateway services without a preview toggle

Users holding the consumer access entitlement can now query shared model services and model provider services, and use Unity Gateway coding agent features, without an account admin enabling a preview first. The note warns this can raise model traffic, including to external providers; admins can set budgets and rate limits or disable direct model access.
